The FTL rules known as “Subpart Q“ have been implemented in the European legislation as part of the Council Regulation (EEC) No 3922/91 of 16 December 1991, which referred to JAR-OPS 1. The full text has been inserted as Annex III of Regulation (EC) No 1899/2006.
